Many services can now be provided to and from anywhere in the world with the same convenience as if across town. This is a new trend, due to the recent establishment of the internet in mainstream business activities (1995-date).

The next big global economic transformation will be a shift in hiring practices of Western businesses to using lower cost offshore skilled labor instead of local people and companies. With many companies trying to cut costs in the economic slowdown, they are finding that they can actually increase their amount of work while also cutting costs, by using offshore skilled labor.

Of course, not every kind of service is appropriate for importing and exporting. Nevertheless, there is a wide range of services which can be, many of which are already being exported via the internet.

The incentives to switch from local providers to those offshore are usually one or more of the following:

reduce costs

choose from a wider variety of talent and skills levels or being overworked

establish a more reliable and quicker-response service provider

The most common concern is quality, whether it be local or offshore. The "quality" selection from the menu starts discussing these three elements, explaining how offshore skilled labor can provide quite significant improvements in all three categories above.

On the other hand, hiring a typical sweatshop style company staffed entirely with people who have lived all their lives in a Third World country often results in workers unfamiliar with Western norms, poor standards of quality and poor communications. In fact, many greedy Westerners have recently gone to Third World cultures to set up offshore skilled labor companies but have set up the operation so that it's really not much better than a purely Third World outfit, and worse than even poor Western outfits. To set up an operation which produces quality work, delivered on time, requires a Western director and top level management who are intimately familiar with both cultures and the technical field of work, who have been working in the country for years so that they know the cream of the crop in the technical field, and who have been mentoring and promoting indigenous staff over time to establish a well-tuned operation.

Many less developed countries are turning out far more university graduates in a given field than there are jobs in the local economy.

Many of the unemployed go on to get a Master's or a PhD since they have no paying work in their field of specialization, nothing else to do with their time, and in order to better compete for local jobs with a higher degree. Others may give in to underemployment in a field other than their specialization. The Asia economic crisis has exacerbated this problem.

Working for a Western company is honorable and interesting to many skilled people in Third World countries. An individual with a high degree will proudly do so, and work hard to achieve and ensure a world-class level of service, whereas a Westerner with a similar degree from a Western institution may see such a job as less than optimal and have an attitude problem, resulting in poor quality and quitting for the next opportunity that comes along in their local market.
